In ourrent review of state of our

defence preparations in Far East,

Chiefs of staff have drawn attention to

deficiencies in food reserves for civil

population compared with minimm

standard required, and have recommended

that these should be brought up to

minimum approved scales forthwith.

I am aware of the constant

attention and effort which you have

given to this problem, but it is obvious

that present circumstances do not permit

of any effort being spared to complete

preparations in this respect at once.

Please telegraph brief up to date

summary of deficiencies of essential

food stooks, and what, if any, obstacles

must be overcame to keep reserves to

necessary figure. I will do my utmost t

ensure that necessary shipping or other

facilities with this object are provided
